How WhatsApp API pricing works with or without a provider

Every route has the same base layer: Meta's charges. Meta bills per delivered message from the business, never for messages users send you. Template messages (marketing, utility and authentication) are charged per message at rates that vary by category and the recipient's country, with volume tiers that lower utility and authentication rates as monthly volume grows (per Meta's pricing documentation, checked October 2026).

The rules for replies changed this month. Meta's pricing update states that from October 1, 2026 it charges per message for service messages, meaning the free-form replies you send inside the 24-hour customer service window, at the same rate as utility and authentication messages for that market, with no volume tiers. Utility templates sent inside that window are charged from the same date. Messages sent within a 72-hour free entry point window, opened when someone messages you from a Click to WhatsApp ad or a Facebook Page button and you reply within 24 hours, remain free.

On top of Meta's layer, a provider adds its own fee. That fee is the only part of the bill that differs between providers, which is why the comparison below focuses on it.

Going direct: Meta's Cloud API with no provider

Meta's Cloud API get-started guide takes you from a Meta app with the WhatsApp use case to a connected WhatsApp Business account, a test number and your first message. In production you add your own number, a webhook endpoint for incoming messages and statuses, approved templates for anything you send outside the 24-hour window, and a payment method on the WhatsApp Business account. Meta then bills you directly for delivered messages.

What you give up is everything a provider wraps around the API: a shared inbox for agents, campaign scheduling, contact management, analytics and a human to call when a template is rejected. Twilio: pay per message, no monthly fee

Twilio charges a $0.005 handling fee per WhatsApp message, inbound or outbound, and passes Meta's template fees through. Messages that end in a failed status carry a $0.001 processing fee, and add-ons such as link shortening with click tracking and message scheduling are billed separately (all from Twilio's WhatsApp pricing page, checked October 2026).

The model is simple and fair at low volume: a number that sends a few hundred messages costs a few dollars a month in Twilio fees. It gets expensive as volume rises because inbound messages are charged too, so a busy support line pays Twilio on both sides of every conversation. Twilio makes the most sense if you already use it for SMS or voice, or if your volume is low or seasonal.

360dialog: flat fee per number

360dialog prices its WhatsApp API per number per month, plus Meta's messaging fees: Regular is €49 with 24/7 support and integrations for Zapier, Make and n8n; Premium is €99 and adds faster support, an inbox, sendout and automation add-ons; Scale is €500 with higher throughput and migration support. Because the fee does not move with volume, 360dialog gets cheaper per message the more you send. It suits a number with steady traffic, and anyone building WhatsApp into a product for several client businesses.

Bird and other multi-channel platforms

Bird lists WhatsApp as usage pricing: Bird processing plus Meta template charges, priced by destination, starting at $0.005 per US marketing message plus Meta fees (Bird pricing, checked October 2026). Platforms like this make sense when you want SMS, email and WhatsApp from one vendor and one balance. Many other providers do not publish prices and quote per account; ask any of them to show Meta's fees and their own fee as separate lines before you sign.

Twilio vs 360dialog for WhatsApp: which costs less?

Because Meta's fees are identical on every route, only the provider layer needs comparing. The table applies each published provider fee to three illustrative monthly volumes for one number.

The crossover is simple to compute: €49 divided by $0.005 is about 9,800 messages, so the two meet near 10,000 messages a month per number, give or take the exchange rate. Below that, Twilio's pay-as-you-go model is cheaper; above it, the flat fee wins and keeps winning. Count inbound messages too, since Twilio charges for them.

What is the best WhatsApp Business API provider?

There is no single best provider, only the best fit for your volume and team. A practical rule: start where the bill and the work are smallest today, and plan the exit before you need it. For a developer-led product, that means direct. For a small team without engineering time, a per-message provider until volume grows. For an agency or software company serving many businesses, a provider with a partner program and no message markup.

Also check how the provider fits Meta's partner types. Meta's partner documentation separates Solution Partners, which have credit lines and can invoice you for API usage directly, from Tech Providers, whose clients add their own payment method and are billed by Meta for usage while the provider bills for its services. That decides whose invoice Meta's fees appear on.

Published prices cover only part of the deal. Before committing a number, get written answers to the points below; they decide how much the provider really costs and how easy it is to leave.

Choosing a provider is not permanent. Meta supports migrating a registered business phone number from one WhatsApp Business account to another, between Solution Partners or to a business integrated directly. Per Meta's documentation (checked October 2026), migrated numbers keep their display name, quality rating, messaging limit, Official Business Account status and approved high-quality templates.

A provider (BSP) is worth paying for when you want an inbox, onboarding help, a single invoice, faster support or ready integrations, or when you lack the developer time to run webhooks and templates yourself.

Do providers mark up Meta's WhatsApp fees?

The three providers compared here list Meta's messaging fees as a separate pass-through line on top of their own fee: Twilio says it passes Meta's fees through, 360dialog lists "+Meta WhatsApp Messaging Fees" on each plan, and Bird lists its processing fee plus Meta fees. Always check the invoice line items, because other providers can bundle the two.
