The WhatsApp Business API is Meta's Cloud API: your software sends and receives WhatsApp messages through it. You can connect directly through a Meta developer app or through a Business Solution Provider, using a number that can receive a verification code. Meta bills per delivered message by category and country, users' messages are free, and from October 1, 2026 each number gets 1,000 free service messages a month. Business-initiated messages need approved templates and opt-in.

WhatsApp Business app vs WhatsApp Business Platform
"WhatsApp Business" means two different products, and most confusion starts here. The WhatsApp Business app is a free phone app with a business profile, labels and quick replies. The WhatsApp Business Platform is the API, built for software. Meta's own hosted version, the Cloud API, is now the only option: the self-hosted On-Premises API stopped working on October 23, 2025.
There are three practical routes:

How to get WhatsApp API access, direct or through a BSP
Going direct is free to set up and gives you full control. You create a Meta developer app, add the WhatsApp product, connect it to your business portfolio and get a test number to send your first message within minutes. Production needs your own number, an approved display name and, to raise limits, business verification.
A Business Solution Provider, or BSP, does the same onboarding through Meta's embedded signup and gives you a shared inbox, broadcast tools and support. You pay Meta's message charges plus the provider's fee. Most BSP marketing pages blur this line: the provider does not give you different WhatsApp rules or cheaper Meta rates, it gives you software and service.
The operator's rule of thumb: if you already run automations in n8n or code, go direct and build the logic yourself; our guide to connecting any API in n8n covers the webhook and HTTP pieces. If a support team needs an inbox on day one, a BSP is faster.
Phone number requirements
- It must receive a code. Registration verifies the number by SMS or voice call, so landlines and virtual numbers work if they can take the call.
- It cannot sit on the consumer app. A number active on regular WhatsApp has to be removed from it first.
- The WhatsApp Business app can share it. With coexistence, a number already on the WhatsApp Business app can onboard to the Cloud API and keep the app, so a person can reply by hand while the API automates the rest.
- The display name is reviewed. It must relate to your business, or messages will not show your name.
WhatsApp Business API pricing in 2026
Since July 1, 2025, Meta has billed per delivered message instead of per 24-hour conversation. The rate depends on two things: the message category and the country code of the person receiving it. Messages that users send to you are free. Exact rates differ by market and change, so this guide does not quote them; use Meta's pricing page and rate cards.

Three free windows matter more than any rate:
- The customer service window. When a user messages you, a 24-hour window opens in which you can reply with any message, not only templates.
- The 1,000 free service messages. From October 1, 2026, each business phone number gets 1,000 free service messages a month; after that, service replies are billed. The allowance resets monthly and does not roll over.
- The free entry point window. When someone starts a chat from a Click to WhatsApp ad or a Facebook Page call-to-action, a 72-hour window opens in which Meta does not charge for your messages.
One market rule to check: Meta paused delivery of marketing templates to US phone numbers from April 1, 2025. Utility, authentication and service messages still work there. Confirm the current status in Meta's docs before you plan a US campaign.
Template messages: the rules that get accounts flagged
Outside the 24-hour window, a business can only start a conversation with an approved template. Templates are reviewed before use, and their category decides the price. This is where most accounts get into trouble:
- Opt-in is required. The Business Messaging Policy requires permission before you message someone, and you must honour opt-out requests.
- Utility means transactional. An order update is utility. An order update with a discount code is marketing.
- Quality is tracked. Each template and number has a quality rating driven by user feedback such as blocks and reports. Low quality can pause a template.
Messaging limits and how they grow
Meta caps how many unique people you can start conversations with in a rolling 24 hours. Meta now sets that limit for the whole business portfolio, shared by all its numbers. Per Meta's messaging limits docs:

Replies inside the customer service window do not count against this cap; it governs conversations you start.
What to automate on WhatsApp first
The API pays for itself fastest on conversations customers start, because those replies sit inside the free or cheapest part of the pricing and the customer already wants an answer. In order of payback:
- Answers to repeat questions. Opening hours, delivery times, prices and booking links make up a large share of most inboxes. A simple flow, or an AI model grounded in your own FAQ, handles them instantly and hands anything else to a person.
- Transactional updates. Order confirmations, shipping notices and appointment reminders as utility templates. Customers expect them, so they rarely get blocked, which protects your quality rating.
- Lead capture from ads. Click to WhatsApp ads open the 72-hour free window, so qualifying the lead with a few questions costs nothing in message fees.
- Marketing broadcasts, last. They cost the most per message and carry the most risk to your number. Send them only to opted-in contacts who have engaged recently.
Whatever you automate, keep a visible way to reach a human. An AI that loops a frustrated customer is how a number collects the blocks and reports that cut its limits.

A Business Solution Provider adds onboarding help, an inbox, templates tooling and support, usually for a platform fee on top of Meta's message charges. Go direct if you have a developer; use a BSP if you need a ready-made inbox.
Can I use my existing WhatsApp number for the API?
Yes, in two ways. You can move the number off the WhatsApp or WhatsApp Business app and register it on the API, or, if it is on the WhatsApp Business app, onboard it with coexistence so the app and the API share the number. The number must be able to receive a verification code by SMS or voice call.
How many messages can I send on the WhatsApp API?
Meta sets a messaging limit at the business portfolio level for messages you start with templates. New portfolios start at 250 unique customers in a rolling 24 hours, can reach 2,000 by completing a scaling path, then rise automatically to 10,000, 100,000 and unlimited when quality stays high and you use at least half your limit over 7 days. Replies to customers are not capped this way.
Why do WhatsApp templates get rejected or paused?
Templates are reviewed against WhatsApp's policies and category rules, and Meta can recategorize a utility template that reads like marketing. After approval, templates that get blocked or reported often drop in quality rating and can be paused. Send only to people who opted in, keep utility messages strictly transactional and make opting out easy.
